This means that such tax relief for income earners with family dependants is of little or no value at all as in the case of State employees and workers.
The Chairman of the Dong Nai provincial Labour Union, Huynh Tan Kiet, says they will be those to suffer most.
Vo Van Vo, a taxpayer from the healthcare centre in HCM City, says that the proposed level for individual income tax payment sounds reasonable on paper but will not be practical when it is applied as from 2014.

While taxation agencies have failed to get full tax payment from high-income earners due to unreasonable regulations, it is unfair to focus on middle-income earners such as State employees and workers.
Pham Minh Thanh, Deputy Director of the Dong Nai provincial Social Insurance Department, says the adjustment in personnel income tax payment will have no impact on social welfare as workers still find themselves in a difficult position to scrape out a living. VND4 million is not enough for them in the face of price hikes.
So, the late application of such adjustment will not be worth the effort.

According to the Census Bureau, on a seasonally-adjusted, annualized basis, January?s Single-Family Housing Starts crossed the half-million unit marker for the second straight month.
This hasn?t happened in close to 2 years and is the latest in a series of strong data that suggests the beleaguered housing market has turned a corner ? both nationally and locally in Frisco.
Although single-family starts slipped 1 percent from December, January?s annualized 508,000 figure represents a 16% spike from January 2011 and is the second-highest reading since April 2010 ? the last month of 2010?s federal home buyer tax credit program.
A ?housing start? is a new home on which construction has started.
The strength of January?s Housing Starts data surprised Wall Street analysts and is partially responsible for Thursday?s unexpected mortgage rate spike.
In hindsight, though, we should have seen this coming.
Earlier in the week, the National Association of Homebuilders announced that homebuilder confidence had climbed to its highest point since 2007 amid builder reports of rising sales volume and the most foot traffic from buyers in more than 4 years.
In addition, builders expect to sell more homes in 2012 than in 2011.

Meanwhile, as another sign of housing market strength, the Census Bureau reports that, in January, Building Permits moved to a multi-year high as well. Permits issued for single-family homes in January rose 1 percent from December, a statistic that suggests housing will continue its run through the spring season, at least.

Demi Lovato opened up about her life post-treatment during her deeply personal MTV documentary "Stay Strong." Her life these days includes a bustling music career, and as 2012 crawls along, Lovato shared that she's got some big plans in store for the coming months.
During the "Stay Strong" "After Show," Demi teased that she has plans to tour and release a music video for her second Unbroken single, "Give Your Heart a Break."
In an interview with MTV News days before the special aired, Lovato shed more light on her forthcoming projects. "The new music video, I'm basically trying to convince a guy that I didn't break his heart, and we get into a fight and I try to win him over again," she explained about the recently shot clip. "So I do something special for him at the end of the song."
Demi's Tattoos Reflect Her 'Connection' With Fans
While shooting the video, Lovato joked on Twitter about having to get intimate with her co-star, whom she had met not long before cameras started rolling. "It's kind of funny. It's part of the job though. You just try to get through it, but it is kind of awkward at first when you have to act like a couple with someone that you don't know," she said. "He was really sweet, really sweet and really cute."
This is hardly the end of the Unbroken era for Lovato, who confirmed that she will tour to support the album at some point this year. "I'm definitely going to hit the road again this year," she said. "I'm planning on doing, like, kind of a little tour and seeing where I end up and just getting out there to see my fans again."
And it seems that until she fully begins to get comfortable with herself again, as she explained during the "After Show," her acting career has been put on hold. "But when the right project comes along, I'll definitely consider it," she promised.
Fans won't have to wait much longer, however, to see Lovato's "Punk'd" episode, which airs when the new season kicks off on March 29. "My two friends, Jack [Gaskarth] and Alex [Barakat from All Time Low], they Punk'd me," she said. The guys got some help from Nick Cannon, and in photos teased during the special, Demi is seen looking surprised by whatever it is the guys tried to pull on her.
While she kept the details vague, she did share this with us: "I'm a sucker for, like, ghosts and aliens and stuff like that, so they got me pretty good."
