Panetta says Libya faces long, difficult transition (Reuters)

TRIPOLI (Reuters) ? U.S. Defence Secretary Leon Panetta told Libya's leaders on Saturday they faced a long, hard road in moving on from 42 years of one-man rule and uniting rival militias that still hold the streets in the oil-producing North African state.

Panetta, the first U.S. defence chief ever to visit Libya, said Washington stood ready to help but offered no specific aid to a leadership struggling to stamp its authority two months after the capture and killing of Muammar Gaddafi.

He warned of tough challenges ahead in uniting the armed groups that emerged from the war, in securing arms caches and building an army, police and democratic institutions.

"This will be a long and difficult transition, but I am confident that you will succeed," the defence secretary said at a news conference after meeting interim Prime Minister Abdurrahim El-Keib and Defence Minister Osama Al-Juwali.

The authority of Libya's interim government is being challenged by militias who took Tripoli in August, six months after the start of a rebellion against Gaddafi that drew NATO into an air war.

Some withdrew after Gaddafi was killed in October, but others remain, heavily armed and holding out for a share of the power they say they are owed.

"I'm confident they (the interim leaders) are taking the right steps to reach out to all of these groups and bring them together so they will be part of one Libya and one defence system," Panetta said.

Clashes between militias and rival tribes since Gaddafi's over thrown are threatening to spiral out of control in the absence of a fully-functioning government or national security force to unite the thinly populated desert country.

Late on Friday, senior military leader Khalifa Haftar said two of his sons had been wounded in separate gunfights with militias from the western town of Zintan which control Tripoli's airport and other locations in the capital.

A week earlier, a convoy carrying Haftar, the commander of ground forces in the Libyan national army, clashed with militiamen at a checkpoint near the airport.

Prime Minister Keib promised job programs and other "opportunities" to help coax the militias off the streets.

U.N. LIFTS BANK SANCTIONS

"We know how serious this issue is, we know it's not just a matter of saying 'Okay, just put down your arms and go back to work,'" he told reporters, speaking in English.

"We have solid programs that are designed to attract all these young men and women."

Keib's government won a welcome boost on Friday when the U.N. Security Council lifted sanctions on Libya's central bank and a subsidiary, clearing the way for the release of tens of billions of dollars held overseas to ease an acute cash crisis.

The United States said it had unblocked more than $30 billion in Libyan government assets.

The Libyan leadership sorely needs the funds -- estimated to total around $150 billion -- to pay public sector workers, start the long process of rebuilding and to bolster its authority over the militias.

Panetta arrived from Turkey, having also visited Afghanistan and presided over the formal end to almost nine years of war in Iraq on Thursday.

The Tripoli leg lasted only hours, ending with Panetta paying respects at a Protestant cemetery overlooking Tripoli's harbor and believed to hold the remains of 13 U.S. soldiers killed in an ill-fated naval mission to combat piracy in 1804.

The graves bore small American flags and a floral wreath.

The United States took part in the NATO bombing campaign against Gaddafi's forces, but handed the initial lead role to alliance allies including France and Britain.

Panetta said the new leadership would need to secure the weaponry proliferating in the country and build professional security forces.

He said Washington was ready to help however it could, but said there had been no discussion of supplying arms or military equipment.

Minnesota made a $25 million offer to Michael Cuddyer at least 10 days ago and signed Josh Willingham to replace him yesterday, and now Jon Heyman of CBSSports.com reports that Cuddyer ?is in agreement? with Colorado on a three-year, $31.5 million deal.

By avoiding any comments to the media and not giving the Twins a decision for more than a week Cuddyer made it pretty clear that he preferred not to return to Minnesota. It seems unlikely that Colorado was his first choice when the offseason began, but few teams appeared willing to give the 33-year-old right fielder a three-year commitment and obviously calling Coors Field home is a nice bonus for any hitter.

And of course $31.5 million is pretty good money, too. Cuddyer, who was the Twins? first-round pick out of high school in 1997 and played his entire career in Minnesota, hit .284 with 20 homers and an .805 OPS in 139 games this year and has a lifetime .794 mark.

In addition to saving $10 million in the Cuddyer-for-Willingham swap the Twins also receive a pair of compensatory draft picks, although neither will be in the first round thanks to the Rockies going 73-89 in 2011.

HTC: 6.3 million devices with Carrier IQ -- including some that shouldn't have it

Now here's where it gets interesting. In HTC's response to questioning from U.S. Sen. Al Franken, D-Minn., it listed some 6.3 million "active devices" that have Carrier IQ installed. They include:

  • Sprint: Snap (Windows Mobile), Touch Pro 2 (Windows Mobile), Hero, EVO 4G, EVO Shift 4G, EVO 3D, EVO Design 4G
  • AT&T: Vivid
  • T-Mobile: Amaze 4G

However, HTC also disclosed that "components of the Carrier IQ solution" are on the HTC Merge, Acquire, Desire, Wildfire, Flyer and a variant of the Hero. But, the components on those phones "are not requested by the wireless service providers who sell these devices. HTC is currently working on an update to remove these software components from these devices.

HTC, in its response, reiterates that it neither receives nor stores any data the Carrier IQ software collects because the carrer, not HTC, is Carrier IQ's customer. And that's repeated in the bulk of the responses.

Jackson's hair converted into roulette ball

In today's macabre Michael Jackson news: a gambling website has purchased some of the singer's hair and plans to convert it into a roulette ball.

Championed in a press release under the heading "The King of Pop to Rock & Roll Again," the casino website purchased the small portion of hair from an online memorabilia merchant, Gotta Have Rock & Roll, for $10,871. (The sellers, in turn, nicked it from the Carlyle Hotel in New York after Jackson stayed there.)

(AP) ? The outlook for the job market is looking brighter.

Far fewer people are seeking unemployment benefits than just three months ago ? a sign that layoffs are falling sharply.

The number of people applying for benefits fell last week to 366,000, the fewest since May 2008. If the number stayed that low consistently, it would likely signal that hiring is strong enough to lower unemployment.

The unemployment rate is now 8.6 percent. The last time applications were this low, the rate was 5.4 percent.

The big question is whether fewer layoffs will translate into robust hiring. It hasn't happened yet, even though job growth has increased in recent months.

The four-week average of weekly unemployment applications, which smooths out fluctuations, dropped last week to 387,750. That's the lowest four-week since July 2008. The four-week average has declined in 10 of the past 12 weeks.

"Labor market conditions have taken a turn for the better in recent weeks," Michael Gapen, an economist at Barclays Capital, said in a note to clients. "Payroll growth should improve in the coming months."

Separately, the prices companies pay for factory and farm goods rose 0.3 percent last month. The figure was pushed up by higher food and pharmaceutical prices. But energy prices barely rose, keeping inflation in check.

In the 12 months ending in November, wholesale prices have increased 5.7 percent, the Labor Department said Thursday. It's the smallest year-over-year increase since March.

The department's producer price index measures price changes before they reach consumers.

A mixed picture of manufacturing emerged from other reports Thursday. Factory output fell in November for the first time in seven months, according to the Federal Reserve. Manufacturers made fewer cars, electronics and appliances.

But some economists noted that auto sales rose in November, suggesting that production will rebound.

And the Federal Reserve Banks of Philadelphia and New York said manufacturing expanded in their regions. Manufacturing has been a key source of growth this year.

Still, the U.S. manufacturing sector could weaken in 2012. Growth is slowing in Asia. Europe is likely already in recession. And U.S. companies are reducing their investment in machinery and other large equipment.

The downward trend in applications suggests that companies are cutting fewer workers as the economy picks up. It also comes as Congress is wrangling over whether to extend emergency unemployment benefits, which are set to expire at the end of this year.

Growth may top 3 percent in the final three months of this year, according to many economists. That would be up from 2 percent in the July-September quarter.

Other recent reports suggest the job market is improving a bit. In the past three months, net job gains have averaged 143,000 a month. That compares with an average of 84,000 in the previous three months.

In November, employers added 120,000 jobs, and the unemployment rate fell to 8.6 percent from 9 percent. That was the lowest unemployment rate in 2? years. But about half that decline occurred because many of the unemployed gave up looking for work. When people stop looking for a job, they're no longer counted as unemployed.

Employers posted fewer jobs in October than in the previous month, the government said Tuesday, though the decline was modest.

Job openings have risen by about 35 percent since the recession officially ended in June 2009. But they're still about 25 percent below pre-recession levels.

More than 7.4 million people are receiving unemployment benefits, according to Thursday's report. About 2 million will lose their benefits by mid-February if the emergency program expires.

Lawmakers differ over how long benefits should last. The House passed a Republican bill Tuesday that would renew emergency aid but reduce the maximum duration to 59 weeks from the current 99 weeks.

Democrats want to keep the full 99 weeks. The measure is part of broader legislation in the Democratic-led Senate that would also extend a Social Security tax cut.
